B. Article Publication Charge (APC): IDR 1,500,000 (for Indonesian Authors) or USD 150 (for International Authors)
If a manuscript successfully passes the double-blind peer-review process and is formally approved for publication by the Editor-in-Chief, the author is required to pay an Article Publication Charge (APC) of IDR 1,500,000 (One Million and Five Hundred Thousand Indonesian Rupiah) for domestic contributors, or a flat equivalent of USD 150 (One Hundred and Fifty US Dollars) for international contributors. In strict adherence to COPE's Discussion Document on Predatory Publishing, ELLITE never demands hidden fees or upfront payments prior to acceptance; the APC is invoiced and payable strictly after the official Letter of Acceptance (LoA) has been issued to the Corresponding Author. This nominal fee is utilized exclusively under the auspices of the Universitas Muhammadiyah Jember Journal Center to cover post-acceptance production costs, including professional layout editing, PDF galley typesetting, Crossref DOI (Digital Object Identifier) registration, OJS server maintenance, and long-term digital archiving as endorsed by COPE's Guidelines on Publishing Sustainability and Archiving.

3. Editorial Independence and Separation of Financial & Decision Processes
In accordance with the COPE Code of Conduct for Journal Editors and COPE's Short Guide to Ethical Editing, an author's ability to pay the Article Publication Charge has zero influence on the peer-review process or editorial decision-making. All editorial decisions are based solely on the intellectual merit, originality, methodological soundness, and disciplinary relevance of the manuscript, completely insulated from financial considerations as required by COPE's Policies on Financial and Commercial Conflicts of Interest. Payment instructions and official institutional bank account details are communicated to the Corresponding Author only after the final editorial acceptance decision has been recorded in OJS and the Letter of Acceptance (LoA) has been released.
4. Waiver Policy and Refund Conditions
To promote equity, inclusivity, and global academic diversity in line with the COPE Core Principle of Equity and Diversity, ELLITE offers partial or full fee waivers for exceptional manuscripts authored by scholars from low-income countries or unfunded independent researchers who demonstrate genuine financial hardship. Waiver applications must be submitted by the Corresponding Author to the Editor-in-Chief upon initial manuscript submission so that the request is processed separately from the peer-review evaluation in compliance with COPE's Transparency Standards on Fee Waivers. Please note that once the Letter of Acceptance (LoA) is issued and the APC of IDR 1,500,000 (or USD 150) has been paid, the fee is non-refundable if the author subsequently attempts to unilaterally withdraw the manuscript at the proof stage, or if the published article is later retracted due to the author's breach of research ethics (such as plagiarism, duplicate submission, or data fabrication), strictly following COPE's Guidance on Withdrawal of Papers at the Proof Stage and the COPE Retraction Guidelines.
